Why the questionnaire is on paper too

The online questionnaire is faster and delivers each person's answers to their Santa automatically. The paper version exists for two situations: a family exchange organized at the table on Thanksgiving, where everyone is present and nobody wants to type; and an office where a form on the break-room fridge gets a better response rate than another email. Why the rules card exists
